TRYSEM [Training for Rural Youth for Self Employment ] Objectives and Impact.


The TRYSEM (Training for Rural Youth for Self Employment) scheme was started on 15th August 1979. The objective of this scheme was to provide opportunities for rural youth to improve their technical skills and increase their employment opportunities and prospects in rural agriculture, industry, services and commercial establishments. Its features and various aspects were -

(i) Youths living below the poverty line between the ages of 18 and 35 are engaged under this scheme for training.

(ii) Priority is given to youths who have passed class IX.

(iii) One-third of the seats are reserved for women in this scheme.

(iv) Arrangements are made to provide a monthly allowance ranging from 75 to 200 rupees during the training.

(v) Various facilities of IRDP are also provided to the youth covered under this scheme.

(vi) Minimum 50% seats are reserved for the youth belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes. 

(vii) About two lakh youths have been trained under this scheme in the 90s. Out of these, about 45% have been included in the self-employment scheme and about 30% have been employed in other sectors.

However, its facilities are not sufficient as compared to the requirement. Moreover, the trained people do not get much opportunity in the rural environment and economic activities. Then in 1999, when the Swarnajayanti Gram Swarojgar Yojana (SGSY) was started, the rural development projects and programmes including the TRYSEM scheme, IRDP, DWCRA, MWS etc. came under the Swarnajayanti Gram Swarojgar Yojana (SGSY).
