1. Difference in terms of democracy:-
A unicameral legislature is completely democratic. Because, in a unicameral legislature, members are directly elected by the people.
On the other hand, the people do not have any role in the election of members of the upper house of a bicameral legislature. Therefore, if we are to judge in the context of democracy, a unicameral legislature is desirable.
2. Difference in terms of quick decision-making:-
If the legislature is unicameral - making laws, changing laws, making decisions - etc. can be done very quickly.
On the other hand, in a bicameral legislature, if there is a disagreement between the lower house and the upper house, there is unnecessary delay in decision-making.
3. Difference in terms of emergency:-
In times of emergency, quick decisions are needed. Since quick decision-making is possible in a unicameral legislature, a unicameral legislature is much more effective during emergencies.
However, in a bicameral legislature, discussion, debate, etc. causes decision-making to be delayed. Therefore, a bicameral legislature is not suitable in emergencies.
4. Difference in the context of the federal system:-
In the federal system, national and provincial interests are protected by a bicameral legislature. But if the legislature is unicameral, there is a possibility that provincial interests will be neglected. Therefore, a unicameral legislature is not suitable in the federal system.
5. Difference in terms of expenditure:-
Compared to a bicameral legislature, the expenditure of a unicameral legislature is much less. If there are two chambers in the legislature, the financial expenditure for a large number of members is huge. But in a unicameral legislature, that expenditure can be reduced to a great extent and that money can be spent on national development and public welfare.
6. Difference in the question of protecting the interests of the minority class: -
According to some political scientists, if the legislature is bicameral, the upper house plays a special role in protecting the interests of the minority class. Because, the minority class can send a sufficient number of representatives to the upper house.
But if there is not the required number of minority representatives in a unicameral legislature, there is a possibility of the interests of the minorities being disturbed.
7. Difference in the case of dictatorship: -
A bicameral legislature acts as a regulator of the lower house and plays a special role in preventing the dictatorship of the lower house.
But, if the legislature is unicameral, there is a possibility of the legislature becoming a dictator. Since the ruling party has a majority in the legislature, the ruling party can make any kind of law in favor of its own interests. In that case, there is no way to control the unicameral legislature.
8. Difference in well-thought-out lawmaking:-
The upper house of the legislature is a gathering of knowledgeable people. Therefore, while making any kind of law, the experts of the upper house can analyze all the proposed laws in detail and change them if necessary.
But this is not possible if the legislature is unicameral.
9. Differences regarding the qualifications of the members:-
The members of the unicameral legislature are directly elected by the people. Although they are skilled politicians, the qualifications and skills required for lawmaking are often not possessed by the public representatives. As a result, the question remains as to how much the laws they make will be useful for the public welfare.
But, the upper house is a gathering of knowledgeable people. They have outstanding knowledge and skills in different subjects in their respective fields.
10. Differences in the spread of political education:-
Since only the ruling party is in power in a unicameral legislature, there is no room for debate, discussion, etc. on various issues. As a result, there is no interest of the media and the public in any kind of law, decision, etc. As a result, political education does not spread among the public.
11. Difference in structure:-
A bicameral legislature has two chambers - the lower chamber and the upper chamber. The representatives of the lower chamber are directly elected by the people and the representatives of the upper chamber are indirectly elected by the political parties.
But a unicameral legislature has only one chamber and the representatives are directly elected by the people.
12. Difference in existence:-
Modern large states generally follow the federal structure and the existence of a bicameral legislature can be observed there.
On the other hand, a unicameral legislature is generally observed in centralized and small states. However, the People's Republic of China is an exception in this regard. Despite being a large state and a state with a large population, a unicameral legislature can be observed in China.
